Ohio's public records law is broad. ORC 149.43 says that anyone can ask for records and the office must provide them within a reasonable time. You don't need to give a reason. Mugshots, booking logs, and arrest reports all fall under this law. If the sheriff denies a request, they have to cite the specific statute that allows the denial. Partial records still get released with the exempt parts blacked out.

Note: Background checks cost $3 and accident reports cost $4 at the Montgomery County Sheriff's public records office in Dayton.

Montgomery County Clerk of Courts

The clerk's PRO System gives online access to traffic, criminal, civil, domestic, and appeals cases. Documents show up 48 to 72 hours after they are filed with the court. This is not a jail mugshot search, but it is useful for finding case details tied to someone's arrest. The system is free to use for individual lookups. Bulk data access is restricted. Contact IT at 937-496-3345 if you need help with the online system.

Criminal case records in the PRO System will show you charges, court dates, dispositions, and docket entries. Cross-reference this with the jail roster to get a full picture of someone's case. If a case results in a conviction and state prison time, the person leaves Montgomery County custody. At that point, the ODRC offender search becomes the tool to use for tracking them in the state system.

Under ORC 2953.32, if someone gets their criminal record sealed in Ohio, the booking photo and related jail records should be removed from public access.
